Abstract
The Public Administration Program in Indonesia
was funded by a grant from the US Agency for International Development (USAID) and was
coordinated by the Institute of Training for Public Service within the Indiana University
Department of Government. The contract began in 1959 and expired in 1963. The program was
designed to improve business and public administration education by assisting in the
development of the National Institute of Administration in Djakarta, Indonesia.

Administrative History
The Public Administration Program in Indonesia was funded by a grant from the US Agency for
International Development (USAID) and was coordinated by the Institute of Training for
Public Service within the Indiana University Department of Government. The contract began in
1959 and expired in 1963 after its second renewal was denied. This program was designed to
assist the Indonesian government in establishing the National Institute of Administration
(NIA) (known as the Lembaga Administrasi Negara in Indonesia) in Djakarta, Indonesia. Dr.
Walter W. Mode, a professor from the Department of Government, served as Chief Advisor and
Dr. Lynton K. Caldwell, professor and director of the Department of Government, served as
Campus Coordinator.
The NIA was created to serve as a national training and research center in business and
public administration for all of Indonesia. It was designed by the Indonesian government in
order to train and educate citizens to become civil servants and administrators, to promote
and provide research in the field of public administration, and to work to improve the
effectiveness of government and public service throughout Indonesia. In 1957, the Indonesian
government requested funds from USAID for the development of an institution for training in
public administration. After visiting several universities in the United States, the
Indonesian government chose to investigate Indiana University as a potential partner in this
endeavor. After preliminary research, reconnaissance visits, and discussions by both
parties, a contract between the Indonesian government and Indiana University was signed in
1959.
Initial goals of the program included the following objectives: to aid in the development
of the NIA in order to improve overall management within the existing Indonesian government;
to provide assistance in the development of management training activities; to provide
consultation on curricula, teaching, and research methods of education for business and
public administration; to provide technical resources and library facilities to the NIA and
other institutions of government in Indonesia; and to plan, direct, and conduct participant
training programs in the United States and Indonesia for teachers of public and business
management. In order to accomplish these goals, US advisers, most of whom were IU faculty
members, were sent to the NIA. Additionally, 71 Indonesians were sent to Indiana University
for training in its public and business administration programs. Equipment was purchased to
help modernize office systems and procedures at the NIA, three research libraries were
assembled, and a printing plant was established to allow publication of materials at the
university.
Program participants encountered several obstacles along the way. These primarily involved
uncertainty about the scope and limits of the program and a lack of agreement among USAID,
IU, and Indonesian officials regarding the project's purpose, and subsequently the nature of
desirable program activities. Additionally, the NIA had already been functional for 18
months when the program began. As a result, it had already developed training programs,
course content, curricula, and staffing, which made it difficult to implement rapid changes
to the existing programs and structure of the institution. By the time a formal plan was
created only 9 months remained on the contract. The contract expired in 1963, and the
program's final report suggests that these setbacks made it difficult to measure specific
achievements resulting from this program.

This collection is organized into two series: Administrative files and Correspondence.
The Administrative files series (1954-1965) contains files about the academic programs and
administration at the National Institute of Administration (NIA) in Djakarta, Indonesia. The
series is further organized into three subseries: General, Personnel, and Reference.
The General subseries (1957-1965) contains budget information, contracts, training
materials, information surrounding project visits in Indonesia and at Indiana University,
reports, research, and publications. Items of note include a scrapbook containing
photographs and newspaper articles about Indonesia and a photographic report of the
program's progress.
The Personnel subseries (1955-1964) contains orientation materials and personnel files for
people from Indiana University and USAID working with the program in Indonesia. At this time
the entire subseries has been restricted as there are sensitive materials in all files,
however in the event a patron is interested these files can be reevaluated.
The Reference subseries (1954-1963) contains materials used by members of Indiana
University for research and reference in preparation for the program in Indonesia. I
includes preliminary documentation, reconnaissance surveys, and contracts, reports, and
information about similar programs in Indonesia sponsored by other universities.
The Correspondence series (1956-1964) contains correspondence regarding all aspects of the
Indonesia Public Administration program as well as the 1963 diary of Raymond Randall,
Professor of Government who served as Team Manager of the Indiana University Team in
Indonesia.

Separated Material
One folder containing information about library materials in Thailand was transferred to
the MUCIA records, collection C481.
Photographs were removed and transferred to the University Archives Photograph
Collection.
Collection C488, the University of Islamabad Project records, contains a Reference series
of reports, contracts, and books about international programs sponsored by other American
universities that were used as reference materials for the international programs
administered by Indiana University. Some of these files may have been used as reference
materials for this program.
53 photographs were removed and transferred to the University Archives Photograph
Collection.
16 photographs were located in a scrapbook about Indonesia from the early 1960s. These
photographs were taken in Djarkarta, Indonesia and depict floods, IU and Indonesian
representatives at dinner parties and receptions, a visit from Herman B Wells to Djakarta,
various people affiliated with the National Institute of Administration project, and
construction, buildings, and rooms at the NIA. These images have been digitized and are
available in the
University Archives Photographs Database.
5 photographs were removed from a folder titled "Miscellaneous
Photos". Two photographs show Indonesian students and three photographs show people
at a social gathering. All photos are undated.
33 photographs were located in a report about Indonesia and the NIA program created by John
Campbell in 1960. This report contains photos of charts and drawings depicting the history
and progress of the NIA, photos of the cafeteria, construction on campus, landscapes,
Indonesian people, and officers involved with the NIA project.
