series: Subject files, Committee files, Research, Fellowship files, Conferences, and
Correspondence.

Administrative History
While the Indiana University Graduate School was not established until February 1,
1904, advanced degrees had been granted by the university long before this date. From
1834-1876, three years after completing their undergraduate work students became
eligible for a master’s degree “in cursu,” without any further study. In the 1880-81
catalogue, Allan B. Philputt was listed as the first “Resident Graduate” student (AM
1886). In 1882, Charles H. Gilbert, Alembert W. Brayton, and W. Webster-Butterfield
were awarded the first earned Master’s degrees given by the University. (Gilbert went
on to earn the first Ph.D. awarded by IU in 1883.) To accommodate the growing number
of students pursuing graduate work, in 1894 a standing committee on advanced degrees
was appointed. At first the sole responsibility of this six member committee was to
approve candidates for advanced degrees, but within a year it also began planning
programs. In 1902 the committee recommended the establishment of a Graduate School,
which was created in 1904. Carl H. Eigenmann, chair of the committee and head of the
Department of Zoology as well as director of the University’s Biological Station at
Winona Lake, was named the school’s first dean.
Effective July 1, 1958, John Ashton was named Vice President and Dean of the Graduate
School. Directly prior to this appointment Ashton had been serving as the Vice
President and Dean of Student and Educational Services. When he moved to this new
position, in addition to taking on the responsibilities of the Graduate School dean,
he brought with him his previous responsibilities for the Research Center in
Anthropology, Folklore, and Linguistics; the School of Letters; the University Press;
the Convocations; and the promotion of outside research contracts and foundation
grants. Additionally, he was asked to develop a plan to coordinate all of the
university’s graduate programs. To meet this goal, Dean Ashton and President Herman B
Wells put forth a proposal to create a Division of Graduate Studies. As reported in
the May 16, 1959 Board of Trustees minutes:
This University Division of Graduate Studies will function through a Graduate
Advisory Council consisting of a single representative from each of the
following: the Graduate School, the Graduate Program of the School of Business,
the Graduate Program of the School of Education and the Graduate Program of the
School of Music. Each division will continue setting standards for and
recommending its own degrees, as at present, and each will administer its own
fellowship program. The Office of the Vice President and Dean for Graduate
Development will serve, however, as a central reporting office to which will be
reported admissions to each division and the degrees recommended by each
division.
The Graduate Advisory Council will serve as a planning and integrating
organization to provide greater understanding among the various divisions of
the total graduate program of the University.
The proposal was approved by the Board. At the next Board meeting on June 5, 1959, it
was recommended and approved that Dean Ashton’s title be changed to Vice President
for Graduate Development and Dean of the Graduate School. Dean Ashton served in this
position until 1965.
Scope and Content Note
The numerous accessions brought together to form this collection had to first be sorted
by the positions John Ashton held at the university – Vice President of the Division of
Student and Educational Services (Collection C211), Dean of the College of Arts and
Sciences (contact Archives staff) and Vice President for Graduate Development and Dean
of the Graduate School (Collection C212) – as the records had been all been filed
together. As such, it was all but impossible to discern the original organizational
scheme for the records. In most cases, the files retain their original folder title. An
exception to this are the files in the Correspondence series and a handful of the files
in the Subject files series, as some files were simply labeled “John Ashton.” These
files were broken down to provide better access for researchers and filed either in the
Correspondence series or, if more appropriate, the Subject files series.
Restricted files are marked as such and placed at the end of the collection in Box
12.
The first series of the collection, Subject files, is by far the largest series of the
collection at about 5.5 cubic feet. The files primarily consist of correspondence on the
named subject but also include memos, reports, and publications. Prominent subjects
include international affairs, Ashton’s Association of Graduate Schools files,
linguistics (with correspondence from IU’s distinguished professor Thomas A. Sebeok),
the National Science Foundation, radio and television in education, and Uralic-Altaic
Studies. This series is arranged alphabetically.
The Committee files series is arranged alphabetically and is comprised of Dean Ashton’s
files on the numerous committees he served on, both within and outside the university.
The series consists of approximately 2 cubic feet and includes a great deal of
information on the University’s Administrative and Research Committees. The two files on
the Council of Graduate Schools in the United States includes information on the
development of the Council. Also found in this series, in the Latin American Studies
Committee files, is a draft proposal for the establishment of a Center for the Study of
Latin American Music at IU.
The next series, Research, spans nearly 3 cubic feet and is further organized into 3
subseries: Subject files, Proposals, and Reports. The Subject files subseries is very
small and is arranged alphabetically. All of the files were created from general
“Research” files in the original accessions. The Proposals subseries is arranged
chronologically and primarily consists of research proposals submitted by faculty
members to the University or outside funding sources. Files with just the name of
organizations, such as the National Science Foundation, contain proposals sent to the
named organization. The Reports subseries is also very small, and consists of reports on
research projects. It is arranged chronologically.
The Fellowship files series is arranged chronologically and comprises approximately 1
cubic foot. The series consists primarily of correspondence and announcements on
available fellowships in specific areas of study or from various organizations. A
prominent topic in the series is fellowship information from the National Science
Foundation and the National Defense Education Act.
Conferences is a small series that contains information on conferences Dean Ashton
attended that reflect his interest in the languages. The files are arranged
chronologically.
The final series, Correspondence, consists of Dean Ashton’s incoming and some copies of
his outgoing correspondence. Arranged alphabetically, the series spans roughly .5 cubic
feet. Because the series is so small, each correspondent is listed individually. For the
most part, the correspondence is very general and consists of position announcements or
queries on how Indiana University handles particular situations. There is, however, a
substantial amount of correspondence from IU linguist Thomas A. Sebeok.
