Abstract
The Inter-University Committee on Travel Grants
(IUCTG) was established in the 1950s to administer academic exchanges between the US and the
Soviet Union and East Europe. For a period in its early years, the IUCTG was headquartered at
Indiana University and chaired by IU professor Robert Byrnes until 1968, when it was absorbed
by the International Research and Exchanges Board and moved to New York. This collection
consists of correspondence, conference and meeting materials, and reports.

Administrative History
The Inter-University Committee on Travel Grants (IUCTG) was established in 1958 to facilitate
research exchanges between the United States and the USSR as stipulated in the
Eisenhower-Khrushchev General Exchanges Agreement signed in January 1958. Originally located
at Columbia, the IUCTG headquarters moved to Indiana University in 1960 with Robert Byrnes,
professor of history at IU, serving as chairman from 1960-1968. In 1968, the IUCTG was
absorbed into the International Research and Exchanges Board (IREX) headquartered in New York.
IREX took over the administration of US and USSR and East European Exchanges and renewed and
negotiated exchange agreements with Czechoslovakia, Hungary, Poland and Bulgaria. IREX has
continued to expand and currently offers programs in over 100 countries.

The collection is organized into one series, Subject files, and is arranged alphabetically by
folder title. Records in the collection include correspondence, conference and meeting
materials, reports on the program, and grant requests. Prominent in the collection are student
reports on their exchange experiences. Operating during an era of McCarthyism, notable
materials include the "Espionage accusations" file, which
holds correspondence and reports from program participants being harassed and accused of
espionage.

Separated Material
Upon review, the transfers from Slavic Languages and Literatures held quite a bit more than
just departmental files. Departmental files were processed as Collection C376. Personal papers
of Professor William B. Edgerton were removed and can be found in C375. Teaching manuals
belonging to Anna Borovkoff can be found in C380, and the papers of Samuel Fiszman are located
in C381.
One photograph of students has been transferred to the photograph collection.
