Abstract
Indiana University's Office for Women's
Affairs was established on August 15, 1972 in response to the growing awareness of
discrimination against women in the academic community. This collection contains
over forty years’ worth of documents and materials from the OWA’s daily operations
and interactions with the Indiana University, Bloomington campus. All matters
pertaining to the OWA are now handled by the Office of the Dean of Students (for
student concerns) or the Provost’s office (for staff and faculty concerns).

Administrative History
The Office for Women's Affairs (OWA) was established on August 15, 1972 in response to the growing awareness of discrimination
against women in the academic community. Bloomington Chancellor Byrum E. Carter
stated that the OWA's purpose was to "establish a climate in which women faculty,
students, and staff are provided with full opportunities for the development of
their abilities."
OWA's first dean was Eva Kagan-Kans, a professor of Slavic Languages and Literature.
Her function, she stated, was to be an "ombudswoman," investigating specific
grievances, reviewing salaries and budgets for gender discrimination, examining
access to research opportunities in graduate programs and career counseling for
undergraduates at both the college and high school levels, and redressing the under
representation of women at the faculty and administrative levels. She held this post
from 1972 until 1975.
Jessie Lavan-Kerr, a professor of Art Education, served as OWA’s second dean. In
1976, while noting the "foundational inroads" the OWA made under the leadership of
Kagan-Kans, Lavan-Kerr specified a need for "redefinition" of the office, gearing it
to more "action-oriented directives" regarding equal opportunities for women
faculty, students, and staff. Lavan-Kerr was dean from 1975 until 1979.
OWA's third dean, D'ann Campbell, was an assistant (later associate) professor of
History and an adjunct associate of Women's Studies. Campbell saw her job as an
"advocate." OWA's function, she stated, lay in "coordinating, funneling, and being a
catalyst for a lot of projects to enhance the status of women on campus. We're the
affirmative side of Affirmative Action. We don't wait until something falls apart.
We can be sensitive to areas in which there are potential problems." Under
Campbell's leadership, OWA oversaw the development of such projects as creating a
video dealing with sexual harassment on campus (the first of its kind in the
country), addressing the lack of female social networks in graduate school, and
conferences to integrate women's history into standard course work (80% of Western
Civilization and American History courses never mentioned women in either books or
lectures). Campbell was dean of OWA from 1979 until 1986. That year Phyllis Klotman succeeded Campbell and served
until 1993 and was followed by Julia Lamber 1993-1998; Jean C. Robinson 1998-2003; Terry Dorkin 2003-2007 and
Catherine Pilachowski 2007-2008. In
2008 Yvett M. Alex-Assensoh was named Dean and in
2012 following her resignation all matters pertaining
to the OWA were transferred to the Office of the Dean of Students (for student
concerns) or the Provost’s office (for staff and faculty concerns).

1990-2010; and Complaints,
1974-2010.
Scope and Content Note
The Awards and Grants series (1972-2012, undated) is
organized into two sub-series: Awards (1989-2010) and Grants (1972-2012, undated).
The Awards sub-series is arranged alphabetically by award type and then
chronologically by folder date. The Awards sub-series documents the awards offered
to students, faculty, and staff, including nomination materials, award ceremony
materials, and the actual awards. The Grant sub-series is arranged alphabetically by
grant name and then chronologically by the folder date. The sub-series documents the
OWA's relationships with grant agencies, especially the American Association of
University Women (AAUW), the Department of Justice (DOJ), and the National Science
Foundation (NSF).
Arranged chronologically, the publications series (1977-2012) consists of the earliest OWA newsletters,
Focus and
Among
Women
, and two copies of each volume of the OWA's
Majority Report.
The Reports and Research series (1973-2011, undated),
consists of three sub-series: General (1973-1981, undated),
Reports and Handbooks (1986-2011),
and The Status of Women at Indiana University, Bloomington (1995-2009, undated). The General sub-series and the OWA Reports and Handbooks
sub-series are arranged chronologically and include research material and hardcopies
of the OWA's annual reports, semester reports, office handbooks, and miscellaneous
reports published by the OWA. The third sub-series, The Status of Women at Indiana
University, Bloomington, documents a long-term research and publication project
initiated by the OWA. The sub-series includes data collected by the Task Force on
the Status of Women at IU and their related subcommittees, hardcopies of the
publication, salary equity studies, correspondence, and other materials compiled
throughout the project's duration.
The Events series (1988-2009, undated) is arranged chronologically
and documents numerous OWA-sponsored campus events. More specifically, the OWA
sponsored annual Women's History Month events, lectures and speaking engagements,
and planned workshops for the women (both students and faculty) of IU
Bloomington.
The Conferences series (1975-2007)
is arranged chronologically and contains records pertaining to the many
female-focused conferences that were both planned and attended by the OWA,
especially the Women's Leadership Conference and the Women in the Workplace
Conference.
The Ongoing Programming series (1983-2012, undated)
consists of six, chronologically-arranged sub-series: Affirmative Action (1990-2009, undated), Commission for Public Safety (CPS) (1986-2010, undated), Mentoring Programs (1992-2012, undated), Women in Science Material (1992-2011, undated), Gender Initiatives Team (GIT) (1996-2008, undated), Family-Friendly Work Initiatives (1995-2008, undated), and Childcare Initiatives (1983-2006, undated).
The Affirmative Action sub-series (1990-2009, undated),
includes correspondence, guides, and research on affirmative action at Indiana
University and other Big Ten universities. Commission for Public Safety (CPS)
sub-series (1986-2010, undated) includes meeting minutes,
correspondence, and policy information collected throughout the OWA's participation
in the campus-wide Commission, which deals primarily with safety concerns affecting
all members of the IU, Bloomington campus, especially concerning pedestrian and
bicycle safety, sexual assault prevention, and facilities and lighting concerns.
The Mentoring Programs sub-series is divided into three sub-sub-series: Women Faculty
Mentoring Program (1996-2009),
Women Partners Program (1992-2000,
undated), and Mentoring General
(1992-2012, undated). These sub-sub-series are
arranged chronologically by the two predominant OWA mentoring programs, the Women
Faculty Mentoring Program and the Women Partners Program. The third sub-sub-series
consists of seven folders that pertain to OWA mentoring initiatives but do not
contain material on either of the two predominant OWA mentoring programs.
The Women in Science Material sub-series (1992-2011, undated)
includes material from the Women in Science Program (WISP), a program of the OWA
that sought to create a supportive and proactive learning and working environment in
which women in science thrive and succeed. The group was made up of dedicated
science and technology faculty and developed programs that promoted female
participation in science, mathematics, and technology at IU. The series additionally
includes material from the Committee on Institutional Cooperation-Women in Science
and Engineering (CIC-WISE) program, which is a national foundation devoted to the
objectives of WISP. The OWA participated in many CIC-WISE functions and applied for
CIC-WISE travel grants.
The Gender Initiatives Team (GIT) sub-series (1996-2008, undated) includes material collected by the OWA throughout their
relationship with the GIT, which assists and supports students and other university
members when challenged by discriminatory incidents based on race, ethnicity,
nationality, religion, gender, disability, or sexual orientation.
The final two sub-series, Family-Friendly Work Initiatives (1995-2008, undated) and Childcare Initiatives (1983-2006, undated), document two important and ongoing programs initiated by the
OWA, which relate to the office's primary mission to promote professional goals
among women, especially those with families. The two series consist of data
collected throughout studies and surveys affiliated with the programs, as well as
reports, legislation, meeting minutes, advertisements, and correspondence related to
the programs.
The Office Materials series (1968-2012, undated)
consists of two sub-series: Meeting and Committee Minutes and Notes (1991-2012, undated) and Administrative Subject Files (1968-2012, undated). The Meeting and Committee Minutes and Notes
sub-series(1991-2012, undated) is arranged chronologically
and contains notes compiled during the various meetings attended by OWA employees
and pertain specifically to official OWA business. The Administrative Subject files
(1968-2012, undated) are arranged alphabetically
by folder title and then chronologically. A large portion of the subject and
reference files contain information on OWA budget, OWA policies, and the
correspondence of specific OWA deans, including Jean Robinson, Terry Dworkin, and
Yvette Alex-Assensoh.
The Audio-Visual Materials series (1990-2010, undated) is
arranged chronologically and then alphabetically by item title or individual's last
name. The series is organized by format (cassette tapes, CD-ROMs, DVDs, floppy
disks, and VHS), and contains staff and event photographs, faculty interviews,
recorded presentations, and office files.
The Complaints series (1974-2010)
documents a large number of cases submitted, often via email, to the OWA that
express concerns over tenure and promotion discrimination, sexual assault, safety
concerns, etc. One of the greatest responsibilities of the OWA was to advocate on
behalf of women and other IU community members who felt discriminated against. These
cases are often followed-up with written reports and, therefore, there are a number
of folders that contain grievance files for specific cases or specific individuals.
The series is arranged chronologically and then alphabetically by folder title or
the individual's last name. The entire series is restricted due to the sensitive
nature of its contents.
