Abstract
The Peru Project was sponsored by the Indiana University Office of the Vice-President and Treasurer through a grant from the Ford Foundation. It focused on the modernization of the National University of San Marcos in Lima, Peru and emphasized the restructuring of its business and operating procedures. The contract began in 1964 and was suspended around 1966. Collection includes reports and observations gathered from administrators’ trips to Peru and South America, plans for improvements to the University of San Marcos, budget information, and correspondence between project participants at both universities.

Administrative History

The Peru Project was sponsored by the Indiana University Office of the Vice-President and Treasurer through a grant from the Ford Foundation. It focused on the modernization of the National University of San Marcos in Lima, Peru and emphasized the restructuring of its business and operating procedures. The contract began in 1964 and was scheduled to run until 1967, however, correspondence reveals it was suspended before this date. A letter dated July 23, 1968 in response to an inquiry from the Education and World Affairs organization states, "Pending stabilization of the administrative officers, the project has been suspended and its future is in doubt." A letter dated January 9, 1969 from the professional accounting firm contracted with the University of San Marcos states that all work was suspended in 1966 and that no further consulting assistance had been performed since then. It hints that the rector at the University of San Marcos lost interest and stopped supporting the project, so it was suspended, perhaps before its intended completion date.

The goal of this program was to improve the administrative and operating procedures of the University of San Marcos. According to reports, the university suffered because its staff, faculty, facilities, and services were only able to support a student population of 1,000 to 2,000, not the 13,000 to 14,000 students attending the university at that time. Plans were made to modernize office procedures and increase efficiency and office productivity by improving systems of records management across the campus, improving and reorganizing budget control and payroll procedures, and establishing a purchasing office and central storeroom. The project also included plans to centralize physical plant maintenance, repairs, and construction and create uniformity in the interview process, employment procedures, and job classifications throughout the university. These plans for improvements to the University of San Marcos were made by Indiana University faculty and administrators who traveled to Peru and worked as consultants alongside University of San Marcos staff. Additional assistance came from the accounting firm Dan Robinson Peat, Marwick, Mitchell, & Co., who were hired as outside consultants.

Scope and Content Note

The Peru Project records collection is organized into two series: Administrative files (1941-1972) and Correspondence (1964-1969).

The Administrative files series contains information about Indiana University's involvement with the University of San Marcos in Lima, Peru. Files contain budget information, faculty directories, improvement plans for the University of San Marcos, and reports and observations from administrators’ trips to Peru and South America.

The Correspondence series contains correspondence among administrators, faculty, and staff at the universities in Lima and Bloomington. Correspondence between Indiana University directors and representatives from the Ford Foundation is also included. It is largely professional in nature.

Separated Material

A copy of the article "Investigations at Kenchreai, 1963" by Edwin S. Ramage from the journal Hesperia V. 33 No. 2, 1964 was removed and placed in Ramage's reference file in the University Archives.

Two photographs were removed from this collection and transferred to the University Archives Photograph Collection. Both photographs are dated January 21, 1964. They were taken at a dinner party and include faculty and administrators from the Catholic University of Peru, as well as Peter Fraenkel, a representative from the Ford Foundation.
