Abstract
Peter Fraenkel began his career with
Indiana University in 1943 as an undergraduate student majoring in physics and
mathematics, graduating in 1946. He later worked in the offices of President Herman
B Wells from 1948 to 1962 and President John W. Ryan from 1974 to 1985. Beginning in
1985, he served as Director of Overseas Projects Development for the Office of
International Programs until his retirement in 1988. In between his university
positions, he worked as a Program Associate for the Ford Foundation's Latin
American-Caribbean division. At both institutions, his work emphasized international
education and the development and evaluation of higher education programs. This
collection contains correspondence and administrative files from Fraenkel's
positions with Indiana University and the Ford Foundation, materials relating to his
overseas travel and involvement with professional associations, program files for
Ford Foundation grants in Spain, and speeches written or delivered by
Fraenkel.

Biographical Note
Peter Adolf Fraenkel was born in Germany in 1923, but spent most of his childhood in
Bolivia, where his family moved to escape Nazi persecution. Fraenkel showed a
propensity for languages, becoming fluent in German, Spanish, and English by the age
of 15. He graduated from the American Institute at La Paz, the equivalent of an
American high school, in 1942. As a teenager in 1941, Fraenkel met Indiana
University President Herman B Wells when he was assigned as Wells's guide and
interpreter during Wells's visit to South America on an educational mission. The two
quickly became friends and remained in contact with each other after Wells departed
South America. Eventually, Wells recruited Fraenkel to come to Indiana, first as a
student, and later as an employee.
Fraenkel began his career at Indiana University in 1943 as an undergraduate student
majoring in physics and mathematics. In 1946, he left Indiana to begin graduate work
in physics at Harvard University. When Wells was appointed educational advisor for
the American Military Government in Germany in 1947, he took Fraenkel with him as a
research assistant. Soon after, Fraenkel abandoned his graduate studies in order to
return to Indiana University. He first served as a research assistant in the
President's Office in 1948, and eventually became Assistant to the President in
1951. He held this position until 1962, when he left Indiana University for the Ford
Foundation.
During his early years with Indiana University, Fraenkel was involved in many
university committees and programs, including the Board of Aeons, the Cosmopolitan
Club, and the Faculty Associate program for the Tower Center residential hall. As a
Faculty Associate, he served as a liaison between the students at Tower Center and
administrators, and was known for planning dinners and social outings to the opera
for his students.
He was also involved in several professional organizations supporting higher
education. Most prominently, he served as a consultant for the North Central
Association of Colleges and Secondary Schools (NCA) from approximately 1957 to 1961.
In this role, he traveled to different universities to review their administrative
practices and help evaluate them for accreditation.
In addition to his work within the university, Fraenkel was also very active in
promoting university relations both in the United States and abroad. He received a
Carnegie grant in 1957 to visit liberal arts colleges around the country in order to
improve relations with other universities and share ideas about the administration
of higher education. In 1961, he worked with the University of Notre Dame to
establish an all-Hoosier Peace Corps unit in Chile. The following year, he traveled
to Peru for an administrative review of Indiana University's Junior Year in Peru
program and represented Indiana University at the Inter-American Seminar on
Educational Travel and Exchanges Program in Colombia.
In 1962, Fraenkel took a position with the Ford Foundation in New York City as a
Program Associate in the Overseas Development Program of the Foundation's Latin
American-Caribbean division. In this position, he worked with new and existing
grants that focused on strengthening educational and governmental institutions
within the countries in these regions. From 1964 to 1969, Fraenkel lived in Peru in
order to establish and direct a Ford Foundation field office and manage grants in
that country. He led a similar project in Spain from 1970 to 1974, where he also
established a field office and worked with Spanish educators and officials to
improve advanced training and create opportunities for Spaniards to conduct research
in the United States and Europe. Throughout his career with the Ford Foundation,
Fraenkel worked in Peru, Colombia, Bolivia, Ecuador, and Spain. Most of his work
revolved around administering educational reform programs and grants within these
countries.
After working with the Ford Foundation for twelve years, Fraenkel returned to Indiana
University in 1974 as a special assistant to University President John W. Ryan.
Although employed by Indiana University, Fraenkel's position was funded by a grant
from the Ford Foundation. As part of this position, he traveled to Spain to serve as
a full-time consultant to the Spanish Minister of Education and Science in Madrid.
One of his major responsibilities was to assist in the implementation of the
educational aspects of the United States-Spanish Agreement of Friendship. He held
this position until 1976. After this grant-funded position expired, Fraenkel moved
back to Bloomington and resumed his career at Indiana University as an advisor in
the President's Office. In 1978, he took over as Assistant to President Ryan after
the death of Paul Klinge, the previous assistant.
Although no longer working in a position requiring overseas travel, Fraenkel was
frequently asked to serve as a freelance consultant for educational reform programs
in Spanish-speaking countries and maintained his contacts abroad. In 1981, he
returned to Spain to assist a university in establishing extension centers in
smaller nearby towns.
Upon President Ryan's retirement in 1985, Frankel became Director of Overseas
Projects Development for the Office of International Programs. He retired from this
position in 1988 after a career at Indiana University spanning 40 years and 5
university presidencies.
Peter Fraenkel passed away in 2007 at the age of 83 after a struggle with Alzheimer's
disease.
Arrangement
Collection is arranged into six series: Biographical, Ford Foundation, Professional,
Correspondence, Speeches, and Subject files.
Scope and Content Note
The
Biographical series (1940-1976) is arranged
chronologically. It contains personal information about Fraenkel, including his
diaries, personal directories, college and graduate school information, his
photograph collections, and photographs of himself and his friends and family.
The
Ford Foundation series (1960-1981) contains three
subseries: General, Education Programs in Spain, and Correspondence.
The
General subseries (1966-1980) is arranged
alphabetically and contains materials about the Ford Foundation, largely during
Fraenkel's time of employment with the agency. It includes administrative files and
reports about the Ford Foundation, files about individual countries, and materials
related to Fraenkel's international travel for the organization.
The
Education Programs in Spain subseries (1965-1981) is
arranged alphabetically and contains files relating to educational reform programs
in Spain administered by the Ford Foundation. Fraenkel lived in Spain from 1970-1974
where he established a field office and worked with Spanish educators and officials
to improve advanced training and create opportunities for Spaniards to conduct
research in the United States and Europe. The subseries includes general information
about these programs, consultants, universities in Spain, fellowship applications,
and research applications. The bulk of this subseries is in Spanish.
The
Correspondence subseries (1960-1979) is arranged
alphabetically and contains correspondence related to Fraenkel's career with the
Ford Foundation and with programs sponsored by the Ford Foundation. It was sent by
individuals as well as organizations or institutions and is largely professional in
nature. The subseries includes several folders of correspondence from American
universities and folders from universities throughout Spain. Approximately half of
this correspondence is in Spanish.
The
Professional series (1940-1981) contains three
subseries: Indiana University, Travel and International Involvement, and
Professional Associations.
The
Indiana University subseries (1940-1964) is arranged
alphabetically and contains materials relating to Fraenkel's early career with
Indiana University. This includes administrative work, such as university committee
involvement and papers related to his position as Assistant to President Herman B
Wells. It also contains materials related to his work with international students
and international programs at Indiana University.
The
Travel and International Involvement subseries
(1940-1981) is arranged alphabetically and contains materials from Fraenkel's
travels and involvement with international seminars, educational reform programs,
and training programs abroad while employed by Indiana University. It also includes
materials from his travels within the United States.
The
Professional Associations subseries (1940-1962) is
arranged alphabetically and contains materials from Fraenkel's involvement with
professional associations and conferences. These include the Council on Higher
Education in the American Republics (CHEAR), the Indiana Conference of Higher
Education, the International Association of Universities (IAU), and the North
Central Association of Colleges and Secondary Schools (NCA). Fraenkel traveled to
many American universities for the NCA as a member of a committee whose mission was
to determine whether or not these schools should be accredited, and materials
related to these trips are contained within this subseries.
The
Correspondence series (1947-1983) is arranged
alphabetically and contains correspondence to and from Fraenkel and the offices
where he worked during his career at Indiana University. This series differs from
the Correspondence subseries in that it excludes records documenting his work with
the Ford Foundation and only contains materials related to his employment with
Indiana University.
The
Speeches series (1946-1982) is arranged
chronologically and contains speeches written or delivered by Fraenkel at various
meetings, conferences, colloquia, seminars, and programs around the world. Many of
these speeches are about higher education or international education programs. The
series also includes a few speeches not written by Fraenkel on similar subjects.
The
Subject files series (1943-1969) is arranged
alphabetically and contains information on a variety of topics, including Germany in
the 1940s and international issues from 1960-1962.

Separated Material
One box of correspondence from 1971-1974 was sent to the Ford Foundation because it
dated from the time of Fraenkel’s employment with the Ford Foundation and not during
his employment with Indiana University (Accession 9091).
One box of materials relating to the School of Continuing Education was separated for
addition to the School of Continuing Studies records (Accession 0996).
One box of materials relating to Paul Klinge's position as Assistant to the President
was removed (Accession 0941 Box 10).
Photographs Pulled: 115 photographs were removed from this
collection and are housed with the IU Archives Photograph Collection.
There are 7 portraits of political dignitaries or entertainers Fraenkel hung on his
office wall during the 1950s and 1960s. These are people Fraenkel met, and later
wrote to requesting photographs. Examples include Metropolitan Opera singer Regina
Reznik and former United Kingdom Prime Minister Harold Macmillan.
One folder contains 5 photographs of a memorial plaque Peter Fraenkel and his wife
Karen purchased in 1974 for installation in Beck Chapel in honor of Herman B Wells's
mother, Anna Bernice Harting Wells, who passed away in 1973.
A folder of 53 photographs dated between 1940 and 1960 contains images of Herman B
Wells and his mother, dignitaries from the Catholic Church, photographs from a 1957
United Nations meeting with Queen Elizabeth II, photographs with foreign dignitaries
from around the world, several portraits of Fraenkel and Wells, autographed
portraits of opera singers, and pictures taken during international meetings.
This collection also contains a folder of 22 miscellaneous photographs. Although
these photos are undated, the majority of them were likely taken during the 1950s
and 1960s, with the exception of a portrait of Peter Fraenkel as a teenager. The
photographs in this folder include images of Indiana University administrators,
international dignitaries, professional meetings, students at seminars in Peru,
Herman B and Anna Wells, picturesque scenes from Brown County, Indiana, and
photographs of Peter Fraenkel as a young man.
Other photographs include a group picture from the Wilton Park Conference in England
from the early 1970s, a photograph from Fraenkel's consulting assignment in Spain in
1980, 4 photographs from a trip to Mexico City with the International Association of
Universities, and 5 photographs from a meeting at the Pontificia Universidad
Catolica Del Peru in 1976. There are also 5 undated black and white photographs of
the Indiana University Bloomington campus, 3 of which are aerial views, and 12
photographs from a 1961 portfolio from the London-based engineering firm of Brian
Colquhoun & Partners displaying examples of their work.

In 2012, the Ford Foundation transferred 6 cubic feet of papers which it found
amongst records from Fraenkel's tenure there. The remaining papers were probably
found in his IU office upon his retirement.
