Abstract
The Department of Political Science was established at Indiana University in 1914 and was known as the Department of Government from 1934 to 1969. The objective of the department and its affiliated institutions (the Institute of Politics, the Institute of Training for Public Service, and the Bureau of Government Research) was to engage students in active studies on political structure and commentary. The collection consists of faculty research publications and select student papers of noteworthy academic and research value. The publications pertain mainly to politics and government within the state of Indiana.

Administrative History

The Indiana University Department of Political Science was first established in 1914 under chair Amos Shartle Hershey. For years prior, subjects concerning political discourse were lumped under departments such as history and economics until Hershey began advocating the need for a separate department. The department was renamed the Department of Government in 1934 but shifted back to the Department of Political Science in 1969.

The Department of Government consisted of seven faculty members. Ford P. Hall, a Rhodes Scholar in law, had been appointed Chairman of the department in 1927, and he maintained that position until his death in 1951. Frank Bates was in his last year before retirement. Ernest E. Linton (recipient of the department's first doctorate) was a continuing member of the department from its early days. Pressly S. Sikes and Edward H. Buehrig had been appointed to instructorships in 1934, Francis D. Wormuth in 1937, and John E. Stoner in 1938. Oliver P. Field, professor of public administration and law, and Roy V. Peel, professor of public opinion, political parties, and the electoral process, joined the department in 1940.

Bates, who expressed particular interest in municipal and state government, helped the department develop close working educational relationships with local political offices, namely the Legislative Reference Bureau of the General Assembly of Indiana. His work led to student internship opportunities preparing and publishing studies useful to lawmakers and administrators in state and local government. Such a working relationship led to the development of the Bureau of Government Research, established under the directorship of Sikes soon after his appointment to the department in 1936. Edwin B. McPheron succeeded as director from 1946 to 1957. York Willbern followed McPheron and was succeeded by James Kessler in 1966. Phillip Kronenberg was the last director prior to the establishment of the School of Public and Environmental Affairs in 1971, which gradually absorbed the greater responsibilities of the bureau.

The Institute of Training for Public Service was proposed and established by Ford P. Hall and Oliver P. Field in 1944. While a division of the Department of Government, the institute strove to serve the university more broadly by creating opportunities for students who expressed interest in government service, regardless of department or major. The institute developed curricula through consultation with public officials, enabled internships with government agencies, and helped graduates find employment in government offices.

Collection is organized into three series: the Institute of Politics, the Institute of Training for Public Service, and the Bureau of Government Research. Each series is arranged chronologically.

Scope and Content Note

This collection consists of seventy-seven volumes (including duplicates) of student and faculty research published by institutes affiliated with the Indiana University Department of Government from 1938-1961, including the Institute of Politics (1940-1948), the Institute of Training for Public Service (1961), and the Bureau of Government research (1938-1952). Save for the Institute of Training for Public Service publication, which focuses on Turkish public administration, research conducted and published in this collection circles around studies of political policies and systems within the state of Indiana. Faculty research represented in the collection include that of Roy V. Peel, Oliver P. Field, John E. Stoner, Pressly S. Sikes, and Edwin B. McPheron.
