Abstract
The Institute for Urban Transportation was founded in 1969 by Dr. George M. Smerk, a professor of transportation at Indiana
University’s School of Business (renamed the Kelley School of Business in 1997). The institute aimed to improve public transportation
management and policy through education, research, and technical assistance. The collection includes materials published by
the institute, including technical handbooks, a newsletter, and reports generated from the institute’s consultation studies
with various public transportation departments in Indiana and the surrounding states. The collection also includes materials
from public transportation-related conferences and workshops conducted in the 1980s and 1990s, as well as administrative files.

Administrative History
The Institute for Urban Transportation was founded in 1969 by Dr. George M. Smerk, a professor of transportation at Indiana
University’s School of Business (renamed the Kelley School of Business in 1997). The institute aimed to improve public transportation
management and policy through education, research, and technical assistance. The institute published practical handbooks such
as Mass Transit Management: A Handbook for Small Cities (1971) and the Handbook for Management Performance Audits (1979).
In 1975, the institute was designated Indiana’s first state agency for mass transit under the Indiana Mass Transportation
Improvement Project. Dr. Smerk and geography professor William R. Black wrote the City of Bloomington Mass Transportation
Technical Study in 1973, establishing the routes and schedules for the first public transportation system in Bloomington,
Indiana. During this period, the institute also developed the Management Performance Audit (MPA) procedures and conducted
more than a dozen audits throughout the Midwest. In 1979, the institute was awarded the Administrator’s Award from the Urban
Mass Transportation Administration, a division of the federal Department of Transportation. The award recognized the institute
for developing innovative transportation services and management techniques for the state of Indiana.
Dr. Smerk served as the director of the institute until his retirement from Indiana University in 2003. Kent McDaniel, a former
student of Dr. Smerk’s who became Indiana University’s transportation liaison and a prominent figure in Indiana public transportation
development, also had a prominent role at the Institute for Urban Transportation. He spent many years serving as the assistant
director of the institute, a position he held until the institute closed in 2005 after 36 years of service.
Arrangement
The collection is organized into five series: Studies, Handbooks, Newsletter, Conference and Workshop Materials, and Administrative
Files.
Scope and Content Note
The Institute of Urban Transportation records consist primarily of the various studies and publications produced by the institute
between 1971 and 1991. It also includes materials from conferences and workshops conducted from 1984 to 1992 on topics related
to public transportation as well as administrative files from the institute’s office. Among the publications are reports and
studies stemming from the institute’s consulting projects to develop and improve public transit systems in various cities
across Indiana and the surrounding states. Also included in the collection are practical handbooks published by the institute
in the 1970s and 1980s on topics related to public transit work, as well as a newsletter, titled
That’s About I.T. and then renamed
Indiana Transit, which was published by the institute from 1977 to 1982.
The Administrative Files series includes a number of folders containing information about the history and development of the
public bus system in Bloomington, Indiana, which began operations in the mid-1970s. The series also includes numerous newspaper
clippings and other files related to the history and operations of the Institute for Urban Transportation during the course
of its 36-year run.
