• Measurements are the contact size of the engraving with the edge of the parchment extending with the edge of the parchment extending from 3.5 to 4 cm. beyond.
• The plate was made by imposing a wet paper on the original which removed a great deal of the text and some of the signatures, irreparably defacing the original.
• Adams notified the Senate on 2 January 1824 that 200 copies had been made on paper.

Provenance: It is not certain whether the present manuscript was the property of Henry Kuhl, Hamilton’s amanuensis and later Comptroller of the Treasury, or Michael Hillegas, who had been Treasurer of the United States but who at the time this document was written had retired. Henry Kuhl, acting as Hamilton’s secretary wrote out the present document from Hamilton’s notes, and the manuscript may have been given to him after President Washington had read it through and had approved the Bill which it defended. Washington, however, may have asked for the opinion of Michael Hillegas whose experience as Treasurer would have been useful to the President in determining the value of Hamilton’s arguments, in which case Washington may have given the document to Hillegas.

Deborah Hillegas, daughter of the former Treasurer, married Henry Kuhl and inherited the document either from her father or husband. At her death the manuscript passed into the hands of her daughter, Matilda (Kuhl) Dillard, the wife of Thomas Dillard, a U.S. Navy Surgeon, and then to Matilda, their daughter. Matilda Dillard did not marry and the document was inherited by her nephew, Henry Kuhl Dillard, the father of John R. Dillard of Philadelphia.
