Abstract
The Policy Committee of the College and
Arts and Sciences was established in 1942 to undertake the investigation of
particular issues affecting faculty and students within the College. This group was
meant to be a policy-forming, advisory body that determined “both the policies of
the College in its relationship with other departments of the University and the
general policy of the College itself.” The Collection consists of minutes and
general documents for this committee, spanning the period from its inception in 1942
to 1998.

Administrative History
According to an unpublished history of the College of Arts and Sciences, found in the
Arts and Sciences reference folder of the University Archives:
“Early in 1942 it was generally felt that the work of the College might be greatly
benefited by the existence of a standing committee, advisory or policy forming, but
not legislative or executive. The committee which studied the nature of such a body
stated in its report: ‘To meet its responsibility the College should have a
committee, more general in function than those special committees which it now has,
to consider the needs and interests of the College as a whole, determining both the
policies of the College in its relationship with other departments of the University
and the general policy of the College itself.’ The seven members elected to this
‘Policy Committee of the College of Arts and Sciences’ by our faculty were:
Professor A.L. Kohlmeier (Chairman), P.W. Townsend, R.E. Cleland, Paul Weatherwax,
L.J. Mills, J.E. Moffat, and F.P. Hall.”
The Arts and Sciences Policy Committee continues to function on campus and has
several areas of responsibility:
- Represent the College faculty in the formulation of College policies and
monitor their impact;
- Advise the Dean and faculty on any matters of concern;
- Make recommendations to faculty on matters requiring faculty action and to
the Dean on matters that are to be handled by administrative action;
- Consider questions and proposals;
- Function as the College’s Budgetary Affairs Committee.
The current Committee consists of nine elected tenured or tenure-track faculty
members as well as the Dean and Executive Associate Dean of the College as
non-voting members.

Collection is organized into two series, Minutes and General files.
Scope and Content Note
This collection consists of the earliest records of the COAS Policy Committee and is
organized into two series, Minutes and General files, comprising 1.6 cubic feet,
spanning 1942-1998. There are no records from the 1970s.
The first series, Minutes, spans the period from 1942 to 1998. It contains, almost
exclusively, recorded minutes of the Policy Committee meetings during these years.
Occasional pieces of correspondence are spread throughout. (See note below regarding
the 2008 addition to collection.)
The second series, General files, spans the period from 1942 to 1969 and contains a
variety of documents such as correspondence between committee members and drafts of
reports regarding issues such as foreign language requirements and the promotion and
tenure of faculty.
In 2008, the College of Arts and Sciences transferred additional Policy Committee
records to the Archives. These records arrived in binders. The material from the
1960s were labeled "Policy Committee records," organized by school year. These
binders contain reports, correspondence, and minutes of the committee. Rather than
break these apart, they were interfiled into the General files series. Later minutes
from the 1980s and 1990s had been maintained separately from other committee records
and were thus interfiled into the Minutes series.
